Effective April 1, 2020 through December 31, 2020, The CARES Act offers unemployment benefits to certain “covered individuals” through the creation of supplemental benefits and unemployment insurance relief.
Key provisions:
Pandemic Unemployment Assistance: Extended eligibility for those that have traditionally been ineligible for unemployment insurance benefits (i.e. self employed workers, independent contractors)
Pandemic Unemployment Compensation: Additional $600/week, plus existing state unemployment benefits to recipients until July 31, 2020
Pandemic Emergency Unemployment Compensation: Additional 13 weeks of unemployment benefits (beyond the usual 26; totaling 39 weeks) of combined federal and state unemployment benefits
Who is eligible? Those unemployed, partially unemployed or unable to work due to:
· Diagnosis of COVID-19 or experiencing symptoms/seeking diagnosis/member of household is diagnosed or caring for a family member that is diagnosed
· Being primary caregiver of child or other household member who is unable to attend school or another facility
· Quarantine order by medical provider
· Becoming breadwinner/primary support for household due to death of head of household from COVID-19
· Self-employment or otherwise not qualifying for state unemployment however meets one of eligibility criteria listed above
Who is ineligible for Supplemental Benefits under the CARES Act?
Those that can telework or receiving paid sick leave or other paid leave benefits, including EPSL, EFMLA under FFCRA. However, partial unemployment benefits may be extended so contact Ahn HCC to learn more.
What are the benefit amounts and duration?
Up to 39 weeks (state) and 4 months (federal until July 31, 2020). State generally provides a percentage of an individual’s income during a specific period of time up to a max. Federal pandemic compensation is $600/week in addition to state.
